The Independent Medico-Legal Unit (IMLU) is a governance, health and human rights non-profit organization, whose vision is A World Free from Torture, Violence and Discrimination. Our work is underpinned by a holistic approach involving litigation, medical and psychosocial rehabilitation of survivors of torture, monitoring government adherence to its human rights obligations and advocacy for policy, legal and institutional reforms. Over the last two decades we have assisted over 5,000 victims of torture, cruel, degrading and inhuman treatment through the support of our national networks of professionals: doctors, trauma counsellors, lawyers, human rights monitors and journalists
IMLU is currently working on a project “Uwajibikaji na Haki (Accountability and Rights) in partnership with Crime Journalists Association Kenya (CJAK). The project involves the participation of human rights monitors and journalists in promoting accountability for alleged police violence, killings, and sexual gender-based violence in Kakamega and Busia Counties through capacity building, informed monitoring, substantive reporting, and advocacy campaigns. The project was informed by previous engagement with journalists and human rights monitors, who cited a lack of understanding of human rights monitoring and documentation. Electioneering periods in Kenya have been dogged by police-related violence during public order management and sexual and gender-based violence especially since 2007. While this is widely acknowledged, accountability for police violence, access to support and justice for victims has been a challenge, mainly due to lack of a coordinated system of documentation, reporting and response, and inadequate skills and knowledge among journalists and grassroots activists and general public awareness.
Linking journalists to human rights monitors ensures that the stories they write do not only end up on news channels but are referred within the referral networks at the community and national level. The ultimate beneficiaries of this project are human rights monitors and journalists who will be trained and mentored to build capacity to respond to human rights abuses and sexual-gender based violence in Kakamega and Busia Counties. Reports to: Assistant Program Officer
· Conduct an assessment/onboarding through meetings/call(s) with the relevant beneficiaries of the project
· Collaborate with other IMLU staff focusing on capacity development to enhance the curriculum content.
· Draft and design the curriculum, including a preliminary draft, incorporating revisions proposed by the team, and a produce final draft following IMLU’s standards.
· Edit and finalize the draft curriculum based on feedback from the IMLU and CJAK
The Consultant will provide a detailed written summary of observations, assessments, and recommendations to the Assistant Programme Officer.
This curriculum will also include crucial contact details of key institutions that address sexual violations and human rights violations.

Qualifications and Requirements:
· A minimum of a post-graduate degree in Communication, Human Rights, Social Science, Gender or Law.
· Demonstrated understanding of human rights and sexual and gender-based violence.
· Experience with teaching, curriculum development and knowledge of adult learning principles will be preferred.
· Knowledge of instructional design methodologies and the evaluation of training.
· Ability to prepare comprehensive work plans, execute tasks efficiently, organize work effectively and must have attention to detail.
· Strong communication skills including cross-cultural communication, clear and precise writing.
· Ability to research, analyze and present complex information for consideration.

Job Summary – The Overall Purpose of the Job
We are seeking to recruit for Assistant Program Officer – responsible for leading our medical rehabilitation and documentation interventions - medical treatment, documentation and overall rehabilitation issues pertaining to IMLU’s mandate. Also leads in coordinating, strengthening and renewing strategic networks in the medical field, and supports psychological rehabilitation interventions.
Responsible for providing support to IMLU’s Rehabilitation and Documentation Program and advises the program officers on clients’ medical treatment, documentation, and overall rehabilitation issues pertaining to IMLU’s mandate. Also leads in coordinating, strengthening, and renewing strategic networks in the medical field.
Description of Main Duties or Tasks Performed by the Job Holder
- Medical Rehabilitation and Documentation
- Receive all victims and assess their initial medical needs;
- Keep track of victims’ receiving medical services at the organization;
- Maintain schedule of medical appointments of victims while coordinating with the healthcare service providers (hospitals, clinics, pharmacies, etc.);
- Accompany victims to the hospital and or shelters as and when required;
- Conduct follow up home visits and hospital visits to victims receiving medical care;
- Coordinate forensic documentation/autopsies for victims through the network of pathologists;
- Coordinate the network of doctors and pathologists and assign duties in consultation with the Program Officer
- Nurture and manage healthy relationships with partner medical institutions
(b) Monitoring and Data Management
- Keep and update a manual and electronic log of clients receiving medical and psychological rehabilitative services;
- Receive, file, and retrieve medical and psychological documentation;
- Make follow-up with medical doctors for prompt submission of reports (within 72 hours);
- Make available quarterly analytical case file statistics for all the cases in the rehabilitation department;
- Maintain functional linkage with redress program for harmonizing of case file opening and numbering;
(c) Programming Management and Resourcing
- Developing the medical rehabilitation plans and budgets
- Preparing relevant program reports
- Serve as the liaison person with the Kenya Medical Association, Kenya Medical Practitioners and Dentists Council, Kenya Association of Pathologists, and other relevant networks on behalf of the institution;
- Participate actively in resource mobilization, including writing funding proposals;
- Generate information for proposal writing and programme reporting;
- Generate case studies on medical and psychological rehabilitation quarterly;
- Conduct regular monitoring and evaluation of direct service provision for victims and their families;
(d) Other Responsibilities
- Represent the rehabilitation and documentation program in strategic stakeholder meetings;

- Support in organizing relevant conferences, training, and field activities for the department

- Diploma in Clinical Medicine & Surgery from KMTC or an accredited institution.
At least 3 years’ experience in clinical work with a keen interest in human rights.
Experience preparing and reviewing medical reports involving injuries.
Experience handling victims of trauma and working with persons in vulnerable situations.
Experience in handling confidential client information.Experience in preparing medico-legal reports and participation in judicial processes as expert witness in criminal or civil cases
Experience in coordinating or leading networks or teams of medical professionals.
Advocacy for the less privileged.
Demonstrable understanding of and commitment to human rights, social justice and change.Ability to work effectively with communities in the prevention and response to human rights violations.
